Emergency procedure EMCS Call N04836: communication problems with mail service
We inform you that the EMCS emergency procedure listed below is applicable for the e-ADs on departure.
• Reason: communication problems • Begin: 04/11/2025-12:00 • Einde: 05/11/2025 – 09:00 u • Call number for EMCS: N04836
• Procedure: o During the INTERRUPTION, the operator may, without prior notification to the Helpdesk, start the movement under cover of a paper document drawn up in accordance with the provisions of article 30 of the law of 22 December on the excise duty regime. o The document must also refer to the statements described below: Emergency Accompanying Document for Excise Products Under the Suspensive Arrangement Emergency procedure N04836 Started on 04/11/2025 at 12:00h o As soon as the period of unavailability of the automated system is over, the design of the e-AD must be immediately submitted to the automated system.
• Remark: The provisions of the circular EMERGENCY PROCEDURE IN THE EVENT OF UNAVAILABILITY OF THE AUTOMATED SYSTEM EMCS dated 246.200 dated 26 March 2010 apply mutatis mutandis.

• Procedure: o During the interruption, the operator may, without prior warning from the Helpdesk, start the movement of excise goods under the duty suspension regime, under cover of a paper document drawn up in accordance with the provisions of Article 30 of the Law of 16 October 2022 amending the Law of 22 December 2009 on the general excise arrangement. o The document in question must also indicate the following information: Emergency accompanying document for excise goods circulating under suspension arrangements Rescue Procedure No. F04836 Started on 04/11/2025 at 12:00 PM o Manual EMCS declarations are not the final documents. o As soon as the period of unavailability of the computerized system ends, the draft electronic administrative document must be immediately entered into the computerized system.
• Remark: The rules of the circular EMERGENCY PROCEDURE IN THE EVENT OF UNAVAILABILITY OF THE AUTOMATED SYSTEM EMCS D.A. 246.200 dd 26 March 2010 shall apply.
