Update

A validation issue in IDMS has been identified where declarations are being rejected with:

Customs Validation Error 99 | BE0902: FR1 reference not linked to the VAT of importer
originalValue: (IE415B.GoodsShipment.AdditionalFiscalReference[1].vatIdentificationNumber)

****If the re-submission doesn't work, please follow the below****:

Emergency procedure (Noodprocedure / Procédure d'urgence) is in effect:

Call number (IDMS): N05087
Window: 8 Oct 2026, 17:45 CET → 9 Oct 2026, 09:00 CET

For urgent shipments during this window, use the backup procedure:

Two additional references must be added both to the BC-IDMS document and to the declaration:

Code 1: NPS + N05087
Code 2: NPS + BCP-ID (unique per declaration)

On the BC-IDMS document, enter both codes in the top-right corner under "BCP MRN." Email a PDF printout of the BC-IDMS (or the declaration) to the relevant CRC. A timer then starts; if no control decision is sent before it expires, goods are considered released.

CRC emergency email addresses:

Antwerp (by region): Noodprocedure.antwerpen@minfin.fed.be · Noodprocedure.gent@minfin.fed.be · Noodprocedure.hasselt@minfin.fed.be
Zaventem: da.crc.zaventem@minfin.fed.be
Brussels: da.crc-crk.brussels@minfin.fed.be
Bierset: da.sel.bierset@minfin.fed.be

Obtaining a BCP-ID:

Option 1 (no simplified emergency-procedure authorization): request BCP-IDs via the helpdesk (can be done in advance); enter the BCP-ID manually when activating the procedure.
Option 2 (with authorization): generate BCP-IDs yourself using the structure aaBECPBbbbbbbbbbRc. Authorization holders are responsible for tracking their own guarantee/surety.

Once IDMS is operational again, buffered declarations will be submitted into IDMS. We will update this post as the situation progresses.

Dear Customer

We are aware of an ongoing issue affecting Belgian declarations submitted to Customs (IDMS). Since earlier today, a number of declarations are being rejected on a VAT validation check. CAS has submitted these declarations correctly, but Customs is currently unable to process them. Our analysis indicates the cause lies on the Customs side, in the validation of the importer's VAT details, and not in the content of your declaration.

The error returned is:

The declaration for xxx is invalid. Check the following errors:
Error code: 99
Error Location: IE415B.GoodsShipment.AdditionalFiscalReference[1].vatIdentificationNumber
Error Event: Customs Validation Error
Description: BE0902 : FR1 reference not linked to the VAT of importer, originalValue : xxx

There is no action required on your side, and no correction is needed to your declaration for now. We are actively investigating and will update this page as soon as we have more information.
