Update - Dear Customer

We have received the following information from CDS concerning BCP measures that can be taken:

• Hauliers using the Goods Vehicle Movement Service should create a Goods Movement Reference (GMR) and select ‘Declaration by Conduct’.
• At maritime Temporary Storage locations, carriers and shipping agents are authorised to use contingency manifest codes (e.g. ‘C’ or ‘T2’ status, depending on the inventory system used). 
Traders should use the options above wherever possible. If they are unable to use these options, they are advised to contact the CDS helpdesk and provide their unique consignment number (UCN) and Movement Reference Number (MRN) if this is available. A C130 form will not be required where goods are stuck at an inventory linked Temporary Storage location. 
HMRC understands the concerns of customers but can assure them that we take system resilience very seriously. We will continue to work closely with customers in the meantime to ensure minimal disruption and apologise for any inconvenience caused.

We have been informed that CDS is experiencing outage.

"HMRC have advised that there are some CDS issues this morning and there may be a delay in processing declarations which is affecting all CSPs.

It has been apparent since Monday 15th Dec 2025 08:27 CET.
HMRC teams are working to get the system back to normal as a priority, we will keep you updated with the progress at regular intervals as soon as we receive an update from them.
HMRC have asked that we pass on their apology for the inconvenience caused and to thank you for your patience. "

For Outbound Transits during this timeframe:
• where you submitted your transit declaration into Ireland's NCTS system and received your MRN, the associated electronic messages will not be processed by the Netherlands NCTS system. Please ensure that a hard copy transit declaration accompanies the goods and is presented to Netherlands customs for stamping.
• movements with an Office of Destination in Netherlands will not be closed out until after their system is restored

For Inbound:
• for movements with an office of departure in Netherlands and the movement started when their system was unavailable, fallback will have been given by Netherlands Customs in this scenario.

The goods will therefore be moving on a 'paper transit procedure' and this paper transit must accompany the consignment. No details of the transit will be on either the Netherlands or Irish NCTS systems.
this transit will not have a valid MRN, and you will therefore be unable to create a PBN. Please contact ecustoms@revenue.ie to create your PBN.

For goods moving under the paper transit procedure to an Irish TSF, you, as the Irish Authorised Consignee are advised to notify arrival of the goods moving under the transit procedure to your supervising customs office (as per local arrangements). The supervising customs office will provide you with a stamped copy of the paper transit declaration if requested. They will also arrange with the Central Transit Office for the transit to be discharged.

For goods moving under the paper transit procedure ending at the port, you are advised to present the paper declaration to the customs office of destination to stamp. The customs office of destination will arrange for discharge of the transit procedure.

We have received the following information from Customs Authorities concerning the DELTA I/E IMPORT (DTI/EDI) online declaration procedure.

Title: French Customs Bulletin 28933 — DELTA I/E IMPORT (DTI/EDI) Service Alert

On 12/05/2025 (bulletin released at 17:49) French Customs reported an incident affecting the DELTA I/E IMPORT (DTI/EDI) procedure; the alert was logged on 05/12/2025 at 16:30.

Customs authorised a rescue (backup) procedure from 05/12/2025 16:30 and asks stakeholders to follow the instructions in the rescue-procedure sheet, which can be found in https://www.douane.gouv.fr/meteo/prodouane/pages/apercu?msg=28933

A further update is scheduled for 08/12/2025 at 10:00 AM (or earlier if service resumes).
