Identified - Since this morning, a technical incident has affected DELTA IE and led to the rejection of certain declarations containing national codes that are no longer recognised by the application. Several codes from list codes (CLFR) are no longer recognized, leading to blockages when filing certain customs declarations. The investigations identified a technical anomaly impacting the reference data used by DELTA IE. The technical teams are fully mobilized in order to restore the service as soon as possible. Pending the fix, fallback is allowed for statements that are rejected on this ground. A message will inform you of the end of these malfunctions. In the event that these malfunctions persist, you will be sent an information message concerning the progress of the work of the technical teams.

De betreffende BCP-EAD /LoI worden opgesteld en voorgelegd aan de bevoegde diensten van de AAD&A.
Ø U moet de volgende vermelding N05003-D:20260617-T150000 invoeren in het vakje : Business Continuity Procedure
Ø U moet uw BCP-ID-nummer invoeren in het vakje : Business Continuity Procedure
Na het aflopen van een noodprocedure moeten ALLE aangiften nadien alsnog via AES ingestuurd worden. De aangiften moeten voorzien zijn van de code “1NPS”, op te nemen in het veld “Aanvullende Referentie”. Deze code dient dan nog aan de bijhorende codelijsten worden toegevoegd. Aangiften voorzien van deze code zullen door risico en controle apart behandeld worden aangezien er geen fysieke controle meer kan uitgevoerd worden. Opgelet: Bij de 1NPS dient er ook een individuele referentie te zijn, die daarbovenop het formaat moet hebben van een MRN. Deze zal in bepaalde omstandigheden als MRN gebruikt worden door de andere lidstaten. (zie verder in het document).
Operatoren die de technische mogelijkheid hebben om aangiftes te bufferen, kunnen deze mogelijkheid gebruiken zonder specifieke vergunning buffering Eventuele betalingen zullen pas afgehandeld worden wanneer de aangiften door het systeem verwerkt werden (dus na afloop van de noodprocedure). Bij AES is dit een veeleer theoretische kwestie. Nalatigheidsintresten worden aangerekend volgens date of preparation. De datum kan in dit geval dus in het verleden liggen, voor alle duidelijkheid dit is de datum waarop de aangifte in het douanesysteem terecht gekomen zou zijn, als er geen noodprocedure van kracht was. Bij uitgang moet de zending vergezeld zijn van een afgedrukte BC - EAD om de betrokken partijen (terminals, handlers, carriers, ...) te verzekeren dat de goederen mogen vertrekken. Zolang de noodprocedure loopt, zullen de normale aankomstmelding en manifest niet naar de douane kunnen worden verstuurd. Het kantoor van uitgang (indien zich dat in een andere lidstaat bevindt) kan ook de datum van aankomst, status van eventuele verzegeling, datum van vrijgave voor uitgang en eventuele andere opmerkingen aanbrengen, en deze ook afstempelen."

Due to scheduled maintenance, the Customs Declaration Service (CDS) and the Make and Manage an Export Declaration Online (MAMAEDO) service will be unavailable to all users from Saturday 4 July 20:00 until Sunday 5 July 02:30 (BST). Declarations should not be submitted during the outage. Creating, updating, or embarking a goods movement reference (GMR) may be affected, and only goods with pre-lodged declarations attached to a GMR will be allowed to move using the Goods Vehicle Movement Service (GVMS). For import movements using GVMS, check the declaration status and arrive your goods where needed. If moving consignments containing controlled goods with pre-lodged declarations, attend port inspection facilities or inland border facilities for goods to be inspected and released. Exports should have Permission to Progress (P2P) before travelling.
