Update -
Dear Customer
We have received the following information from CDS concerning BCP measures that can be taken:
• Hauliers using the Goods Vehicle Movement Service should create a Goods Movement Reference (GMR) and select ‘Declaration by Conduct’.
• At maritime Temporary Storage locations, carriers and shipping agents are authorised to use contingency manifest codes (e.g. ‘C’ or ‘T2’ status, depending on the inventory system used).
Traders should use the options above wherever possible. If they are unable to use these options, they are advised to contact the CDS helpdesk and provide their unique consignment number (UCN) and Movement Reference Number (MRN) if this is available. A C130 form will not be required where goods are stuck at an inventory linked Temporary Storage location.
HMRC understands the concerns of customers but can assure them that we take system resilience very seriously. We will continue to work closely with customers in the meantime to ensure minimal disruption and apologise for any inconvenience caused.

Dear Customer,
We have been informed that CDS is experiencing outage.
"HMRC have advised that there are some CDS issues this morning and there may be a delay in processing declarations which is affecting all CSPs.
It has been apparent since Monday 15th Dec 2025 08:27 CET.
HMRC teams are working to get the system back to normal as a priority, we will keep you updated with the progress at regular intervals as soon as we receive an update from them.
HMRC have asked that we pass on their apology for the inconvenience caused and to thank you for your patience. "
