Due to scheduled maintenance on the Customs Declaration Service (CDS), the CDS service will be unavailable to all users from 9:30 pm on Saturday 27th September 2025 until 5:00 am on Sunday 28th September 2025
Declarations submitted during this time will be processed when the service becomes available.

Creating, updating, or embarking a goods movement reference (GMR) during this time might be affected.
Only goods with pre-lodged declarations attached to a GMR will be allowed to move using Goods Vehicle Movement Service (GVMS).

Additional Information:

In case of using the emergency procedure, a waiting time of 3 hours is expected. Within this timeframe, CRC may provide a list of shipments selected for verification, which must be presented to customs. Failure to present the goods is treated as a breach of the declaration obligation. No grace period applies to these specific violations.

All declarations must be buffered for later inclusion in IDMS/AES (Code 1NPS).

Identified - Dear Customer

We have received notification that NCTS P5 is experiencing delays in processing declarations. We assure you that your declaration has been submitted by CAS and will move forward as soon as Customs authorities resolve the issue

Since the NCTS P5 system update on August 27, 2025, we have noticed that certain declarations remain stuck with the "ACCEPTED" status and are not released after the statutory two-hour deadline.
These declarations must be followed up overnight by the competent CRC. Please note that the NCTS Helpdesk does not have the necessary resources to process these requests.

We noticed that several declarations for AES and PLDA are returning errors that are not correct. We are in contact with customs to better understand the problem on their side, however, so far, no Emergency Procedure has been authorized.

"As part of Revenue’s ongoing maintenance of our IT systems, we will be undertaking an IT upgrade on Saturday 6 September 2025 between 13.00 hrs and 16:00 hrs.

The following systems and declarations will be impacted:

- ICS (RoRo & Maritime) - Import Control Systems - Safety and Security Declarations
- EMCS - Excise Movement Control System - e-AD(electronic Administrative Documents)

Messages submitted to any of the above customs systems will be rejected and the message will have to be resubmitted when the systems become available.

The following systems and declarations may also be intermittently impacted (ROS Errors) between 13.00 hrs and 16:00 hrs.


- AIS (Automated Import System)
- AES (Automated Export System)
- NCTS (New Customs Transit System)
- EDE (Excise Duty Entry)


Access via ROS to the top-up function for the Customs TAN Account may also be unavailable between 13.00 hrs and 16.00 hrs. Please ensure to top-up your account in advance of this downtime.

You are asked to take note the timing of this scheduled downtime. You are advised to submit your declarations and create your PBNs for RoRo movements outside of this time to minimise the impact on your business and to ensure the efficient flow of consignments.

Global Fallback is not being implemented during this scheduled downtime and you are advised to contact our Helpdesk via the email ecustoms@revenue.ie should you require fallback for a specific movement in advance or need help with the creation of your PBN."

Scheduled - A planned maintenance will be performed to deploy NCTS6 Phase 1 on Monday, 1 September 2025. NCTS services for Great Britain (GB) and Northern Ireland (XI) will be unavailable from 22:00 CEST on 1 Sep to 00:00 CEST on 2 Sep (21:00 to 23:00 BST).
During this window, any declarations or messages submitted will be queued and delivered once the service is restored. Usual export and import procedures should continue—for example, obtaining a Goods Movement Reference when moving via GVMS locations.
Departures that require attendance at Inland Border Facilities or ports should be avoided while NCTS is unavailable; if movements cannot be submitted before the window, the manual fallback procedure should be used. Arrivals into GB or XI may continue as normal, noting that some steps (such as office of destination) may need completion after the service is back online.
