 Après l'expiration d'une procédure d'urgence, TOUTES les déclarations doivent encore être soumises via AES. Les déclarations doivent porter le code « 1NPS », à inclure dans le champ « Référence supplémentaire ». Ce code doit ensuite être ajouté aux listes de codes associées.
 Les déclarations munies de ce code seront traitées séparément par le risque et le contrôle, étant donné qu'aucun contrôle physique ne peut plus être effectué.
o Remarque : avec le 1NPS, il devrait également y avoir une référence individuelle, qui devrait en outre avoir le format d'un MRN. Cette référence sera utilisée comme MRN par les autres États membres dans certaines circonstances. (voir plus loin dans le document).

 Les opérateurs qui ont la capacité technique de mettre en mémoire tampon (buffering) les déclarations peuvent utiliser cette capacité sans autorisation spécifique de buffering.
 Les paiements éventuels ne seront réglés qu'une fois les déclarations traitées par le système (c'est-à-dire après la fin de la procédure d'urgence). Pour AES, il s'agit d'une question plutôt théorique. Les intérêts moratoires sont calculés en fonction de la date de préparation. Dans ce cas, la date peut donc se situer dans le passé ; pour être clair, il s'agit de la date à laquelle la déclaration aurait été introduite dans le système douanier si aucune procédure d'urgence n'était en vigueur.
 À la sortie, l'envoi doit être accompagné d'un BC-EAD imprimé pour garantir aux parties concernées (terminaux, manutentionnaires, transporteurs, ...) que les marchandises peuvent partir. Tant que la procédure d'urgence est en cours, la notification d'arrivée et le manifeste ne pourront pas être envoyés à la douane.
 Le bureau de sortie (si situé dans un autre État membre) peut également enregistrer la date d'arrivée, l'état des scellés éventuels, la date de libération pour la sortie et d'autres observations, et les apposer avec un cachet

Deux références complémentaires sont créées lorsque la procédure d'urgence est applicable :
• Code 1NPS + N04851
• Code 2NPS + BCP-ID (unique par déclaration) Le déclarant doit apposer ces numéros à la fois sur le document à présenter (le BC-IDMS) et dans la déclaration
Dans le document BC-IDMS, vous indiquez les deux codes dans le coin supérieur droit, sous « BCP MRN ».
Une impression de ce document (BC-IDMS) est envoyée au format PDF au CRC Un minuteur démarre alors, après lequel, au terme d'un certain délai, les marchandises seront automatiquement libérées
Une impression de la déclaration ou du BC-IDMS doit être envoyée par courriel au CRC. Des adresses e-mail spécifiques ont été créées pour la procédure d'urgence.

• Option 1 : Si l'opérateur économique ne dispose pas d'une autorisation « procédure d'urgence simplifiée », il peut demander ces BCP-ID via le helpdesk. Cela peut également être fait à l'avance. L'utilisateur doit alors saisir manuellement le BCP-ID lors de l'activation de la procédure d'urgence.
• Option 2 : Si l'opérateur économique dispose d'une autorisation « procédure d'urgence simplifiée », il peut générer lui-même les BCP-ID. Le BCP-ID peut être construit selon la structure suivante : aaBECPBbbbbbbbbbRc

Le titulaire de l'autorisation est responsable du suivi de sa garantie.
Lorsque IDMS redevient opérationnel, les déclarations tamponnées sont transmises dans IDMS .
Dans le cadre de la procédure d'urgence, un minuteur est mis en place pendant lequel le CRC doit prendre une décision de contrôle. Si, à l'expiration de ce délai, aucun message n'a été envoyé au déclarant, celui-ci peut supposer que les douanes ne souhaitent pas effectuer de contrôle et peut disposer librement de ses marchandises. Les marchandises sont alors considérées comme libérées.

Disruptions are to be expected during this operation for import declarations filed in DELTA IE IMPORT with an accompanying document such as COI (code C644), CHED (N853, C640, C678, C085) or NOA (C646).

We have received notification that DMS is experiencing an outage. CAS has submitted your declaration, but Customs is unable to process it at the moment. You may continue your goods flow by enabling Emergency procedure declarations, Queue declarations, or both in CAS. Step-by-step information can be found in our Knowledge Base.

We inform you that a major technical operation on TRIGO impacting the DELTA IE tele-procedure is scheduled for 13/11/2025, from 12:00 to 14:30, on the PRODUCTION environment.

The operation will make it impossible to use the credits over the period and will therefore block declarations filed between 12:00 and 14:30 in EDI and DTI.

Therefore, the DELTA IE tele-procedure, in DTI / EDI, will be unavailable on 13/11/2025, from 12:00 p.m., for 2 hours 30 minutes.

We recommend that you anticipate or postpone the customs clearance operations scheduled for 13/11/2025. If this is not possible, customs clearance operations will have to go through the fallback procedure between 12:00 and 14:30.

The rescue procedure is authorised on 13/11/2025, from 12:00 until the end of the technical operation.
We ask you to apply the instructions provided for in the sheet relating to the rescue procedure, which can be consulted in the attachment.

If the system does not restart as planned at 2:30 PM on 13/11/2025, the fallback procedure will still be permitted.
