Known issue confirmed by the AES helpdesk. Declarations are being processed normally, but response messages are not coming through. A fix is underway.

Workaround: Print declarations directly via AES Web in the meantime — the declarations are available there even though the response messages are missing.

Scheduled - The CDS Trader Dress Rehearsal (TDR) service will undergo a maintenance update during this window. Trader personal, account, and licensing data will be refreshed using a copy taken from Production on Tuesday 11 August.

A complete outage is expected for the duration of the maintenance. The service will return to normal once the update is complete.

Please note: TDR is a sandbox environment and is refreshed periodically with Trader data and Online Tariff data from a given date. CDS changes to Trader data in the live service, or updates to the Online Tariff, are not reflected in TDR instantaneously.

Identified - Dear Customer

We have received confirmation that FINDA — the financial backend system used by Belgian Customs (IDMS) to verify customer accounts and deferred payment methods — is currently unavailable.

As a result, declarations submitted via CAS may return a Customs Error while this verification cannot be completed by Customs. This is a technical issue on the Belgian Customs side, not a data issue in your declaration.

At this time, the only possible action is to wait and resubmit the affected declarations once the service is restored. Please note that the emergency procedure is not authorized for this incident.

Hello,

Disruptions are being observed on Customs declaration (DELTA I/E - IMPORT/EXPORT), since 04/08/2026 at 12:00.

Details of the disruptions encountered:

The deployment of technical version 2.9.0 for the DELTA I/E applications, carried out on 04/08/2026, has caused slowdowns for certain return messages on export.

The CID technical teams have unblocked the movements without any response going back to operators, and will monitor production to release any movements that may have been slowed, if needed.

A corrective action is underway, with a view to deployment in production as soon as possible (within the day).

The fallback procedure is authorized as of 04/08/2026 at 12:00. We ask that you apply the instructions set out in the fallback procedure sheet available in the attachment.

A message will notify you when these disruptions have ended. Should these disruptions persist, an update on the progress of the technical teams' work will be sent to you."

We've contacted the AES Helpdesk. They are currently experiencing difficulties with their application, which they expect to resolve by 12h30 today.

No business continuity procedure (BCP) is in place at this time, but one will be activated if the difficulties persists.

We suggest resubmitting your declaration from time to time, since some declarations are still being processed despite the outage.

"Please be advised that a release of the DELTA I/E teleprocedure is scheduled for 04/08/2026, from 12:00 to 13:30, on the PRODUCTION environment.

As a result, the DELTA I/E teleprocedure, in DTI / DTI+ / EDI mode, will be unavailable on 04/08/2026 from 12:00, for an estimated duration of 90 minutes.

This is the release of DELTA I/E version 2.9.0, which brings technical improvements (purge, replay, and faster processing of the EDI message queue) in order to anticipate possible redirection of flows from the DELTA H7 application to DELTA I/E, in addition to fixes for the DOP and the flat-rate customs duty (DDF).

The fallback procedure is authorized on 04/08/2026 from 12:00 until the end of the release.

We ask that you apply the instructions set out in the fact sheet on the fallback procedure, available in the attachment.

Should the system fail to restart as planned at 13:30 on 04/08/2026, the fallback procedure would remain authorized."

• Faire mention sur les documents précités, du numéro de référence de la procédure d’urgence (dans la case MRN), des éventuelles remarques de vérification (IE018, délai, itinéraire, scellés ou dispense, numéro de référence de la déclaration dans la case bureau de départ, date de la mainlevée…)
• Apposer le cachet du bureau sur ces documents :

Document
Deux références complémentaires sont créées lorsque la procédure d'urgence est applicable :
• Code 1NPS + N05034
• Code 2NPS + BCP-ID (unique par déclaration) Le déclarant doit apposer ces numéros à la fois sur le document à présenter (le BC-IDMS) et dans la déclaration
Dans le document BC-IDMS, vous indiquez les deux codes dans le coin supérieur droit, sous « BCP MRN ».
Une impression de ce document (BC-IDMS) est envoyée au format PDF au CRC Un minuteur démarre alors, après lequel, au terme d'un certain délai, les marchandises seront automatiquement libérées
Une impression de la déclaration ou du BC-IDMS doit être envoyée par courriel au CRC. Des adresses e-mail spécifiques ont été créées pour la procédure d'urgence.

Il existe 2 options pour obtenir les BCP-ID :
• Option 1 : Si l'opérateur économique ne dispose pas d'une autorisation « procédure d'urgence simplifiée », il peut demander ces BCP-ID via le helpdesk. Cela peut également être fait à l'avance. L'utilisateur doit alors saisir manuellement le BCP-ID lors de l'activation de la procédure d'urgence.
• Option 2 : Si l'opérateur économique dispose d'une autorisation « procédure d'urgence simplifiée », il peut générer lui-même les BCP-ID. Le BCP-ID peut être construit selon la structure suivante : aaBECPBbbbbbbbbbRc
Le titulaire de l'autorisation est responsable du suivi de sa garantie.
Lorsque IDMS redevient opérationnel, les déclarations tamponnées sont transmises dans IDMS .
Dans le cadre de la procédure d'urgence, un minuteur est mis en place pendant lequel le CRC doit prendre une décision de contrôle. Si, à l'expiration de ce délai, aucun message n'a été envoyé au déclarant, celui-ci peut supposer que les douanes ne souhaitent pas effectuer de contrôle et peut disposer librement de ses marchandises. Les marchandises sont alors considérées comme libérées.

Identified - Dear Customer

We have received notification that BE-AES/IDMS is experiencing some communication issues. CAS has submitted your declaration, but Customs is unable to process it at the moment, returning a Provider Error. You may continue your goods flow by resubmitting the declaration until it is accepted. We are already in contact with customs, and they are investigating the situation.
