"Dear CCS-UK User,

HMRC has advised that there will be a planned CDS (Customs Declaration Service) downtime on Saturday 28th March 2026 20:00 BST to Sunday 29th March 2026 5:45 BST (9.75hrs).

Declarations should not be submitted during the outage period.

Creating, updating, or embarking a goods movement reference (GMR) during this time might be affected.

Only goods with pre-lodged declarations attached to a GMR will be allowed to move using Goods Vehicle Movement Service (GVMS).

For guidance on GVMS, read https://www.gov.uk/guidance/goods-vehicle-movement-service-service-availability-and-issues

For import movements using GVMS, you should check the declaration status and arrive where needed https://www.gov.uk/guidance/manually-arrive-your-goods-in-the-uk.

 Vous devez introduire votre numéro BCP-ID en case : Business Continuity Procedure
 Après l'expiration d'une procédure d'urgence, TOUTES les déclarations doivent encore être soumises via AES. Les déclarations doivent porter le code « 1NPS », à inclure dans le champ « Référence supplémentaire ». Ce code doit ensuite être ajouté aux listes de codes associées.
 Les déclarations munies de ce code seront traitées séparément par le risque et le contrôle, étant donné qu'aucun contrôle physique ne peut plus être effectué.
o Remarque : avec le 1NPS, il devrait également y avoir une référence individuelle, qui devrait en outre avoir le format d'un MRN. Cette référence sera utilisée comme MRN par les autres États membres dans certaines circonstances. (voir plus loin dans le document).

 Les opérateurs qui ont la capacité technique de mettre en mémoire tampon (buffering) les déclarations peuvent utiliser cette capacité sans autorisation spécifique de buffering.
 Les paiements éventuels ne seront réglés qu'une fois les déclarations traitées par le système (c'est-à-dire après la fin de la procédure d'urgence). Pour AES, il s'agit d'une question plutôt théorique. Les intérêts moratoires sont calculés en fonction de la date de préparation. Dans ce cas, la date peut donc se situer dans le passé ; pour être clair, il s'agit de la date à laquelle la déclaration aurait été introduite dans le système douanier si aucune procédure d'urgence n'était en vigueur.


Processus de sortie
 À la sortie, l'envoi doit être accompagné d'un BC-EAD imprimé pour garantir aux parties concernées (terminaux, manutentionnaires, transporteurs, ...) que les marchandises peuvent partir. Tant que la procédure d'urgence est en cours, la notification d'arrivée et le manifeste ne pourront pas être envoyés à la douane.
 Le bureau de sortie (si situé dans un autre État membre) peut également enregistrer la date d'arrivée, l'état des scellés éventuels, la date de libération pour la sortie et d'autres observations, et les apposer avec un cachet.
